    Let \({\mathbb R}^d={\mathbb R}^m\times {\mathbb R}^n\) and denote points in \({\mathbb R}^d\) by \(\xi=(x,\,s)\) and \(\eta=(y,\,t)\), where \(x,\,y\in{\mathbb R}^m\) and \(s,\,t\in{\mathbb R}^n\). Let \(\varphi\) and \(\psi\) be nonnegative and radially nonincreasing functions, and put \(\Phi(x,\,s)=\varphi(x)\psi(s)\). A model case of \(\Phi\) is the multi-parameter Riesz kernel \(\Phi(x,\,s)= R_{\rho,r}(x,\,s)=| x| ^{\rho-m}| s| ^{r-n}\). Define a multi-parameter potential operator \[ T_\Phi \nu (\xi)=\int_{{\mathbb R}^m\times {\mathbb R}^n} \Phi(x-y,\,s-t)\,d\nu(y,\,t) \] and a strong fractional maximal operator \[ M_\Phi\nu(\xi)=\sup_{\xi\in I\times J}\varphi(\ell(\tau))\psi(\ell(J))\nu(I\times J), \] where \(\nu\) is a nonnegative Borel measure in \({\mathbb R}^d\) and \(I, \, J\) are cubes in \({\mathbb R}^m\) and \({\mathbb R}^n\) respectively, not necessarily of the same size. The main new difficulties in the multi-parameter case are essentially due to the following two facts: (i) The potential kernel \(\Phi(x,\,s)\) is singular not only at the origin as in the \({\mathbb R}^m\)-case, but on the two hyperplanes \({\mathbb R}^m\times\{0\}\) and \(\{0\}\times{\mathbb R}^n\); (ii) The standard covering theorems for cubes fail for rectangles. Thus, the good \(\lambda\) inequalities used earlier in the \({\mathbb R}^m\)-case may not be valid for the current product case. Based on the integrated multi-parameter summation by parts lemma, in this paper, the author establishes weighted \(L^p\)-inequalities for \(T_\Phi\), \(M_\Phi\) and their dyadic counterparts \(T^d_\Phi\), \(M^d_\Phi\), where \(\varphi\) and \(\psi\) satisfy suitable growth conditions, and weights satisfy a growth condition slightly more general than \(A_\infty ({\mathbb R}^m\times{\mathbb R}^n)\). As an application of these results, the author proves the equivalence of the operators \(T^d_\Phi\), \(T_\Phi\), \(M^d_\Phi\) and \(M_\Phi\) in weighted Lebesgue spaces.
