For \((\lambda ,\theta )\in \mathbb R\times [0,\infty )\), the self-adjoint Sturm-Liouville operator \(L_{\lambda \theta } \) in \(L^2(0,\infty )\) given by \[ L_\lambda u=-\frac {d^2}{dx^2}u+V(x)u+W(x)u,\;u(0)\cos\theta -u'(0)\cos\theta =0 \] is considered, where \(V\), \(W\) are locally in \(L^1\) and \(W(x)>0\). It is supposed that \(L_{\lambda\theta }\) is regular at \(0\) and limit point at \(\infty \). The spectral function of \(L_{\lambda\theta }\) is denoted by \(\rho _\lambda ^\theta \). For Borel sets \(A\subset (E_1,E_2)\) define \[ \mu_\theta (A)=\int_{\lambda _1}^{\lambda _2}\rho _\lambda ^\theta (A)\,d\lambda . \] It is shown that \(\mu _\theta \) is absolutely continuous on \((E_1,E_2)\) with respect to the Lebesgue measure, \(\mu _\theta \preccurlyeq | \cdot | \), for \(\lambda _1\leq \lambda _2\), whereas the converse \(| \cdot | \preccurlyeq \mu _\theta \) holds under some additional conditions. Applications to localization of the singular continuous spectrum and the point spectrum are given.
