Fix a finite set \(S \subset \mathbb {P}^2\) and an integer \(d\). Let \(Z(d,S)\) be the common zeros of all degree \(d\) plane curves containing \(d\). If \(S\) is general among the subsets of the plane with the graded Betti numbers of \(S\), then the author proves that \(Z(d,S)\) is smooth and of the expected dimension. We stress that he proves this statement for a general member of a very thin stratification of the Hilbert scheme of \(\mathbb {P}^2\). For much coarser stratifications (e.g. the full Hilbert scheme), this should be true in \(\mathbb {P}^r\), \(r>2\).
