The author considers the fundamental pro-group of a space as well as proper maps and proper homotopies. He uses these notions to define the proper Lusternik-Schnirelmann category of a space involving these fundamental groups, as well as a corresponding notion of Lusternik-Schnirelmann category at infinity. He shows that if a space \(X\) is Hausdorff, locally compact, paracompact and locally pathwise connected, then if either of these new notions of category is less than \(n + 1\), then there is a locally finite simplicial complex of dimension less than \(n + 2\) and a proper map from \(X\) to this complex which induces an isomorphism of the corresponding fundamental pro-groups.
