    The main result of this paper is a sufficient condition for an arbitrary sequence of the form \[ \{a^{j/2}\psi_r(a^jx-bk);, j,k \in \mathbb Z, 1 \leq r \leq m\} \] to be a frame with constants \(0 < A \leq B\). This condition is expressed in terms of \(A\), \(B\), and series of the form \[ b^{-1}\sum_{(j,s) \in I_a(\alpha) } \widehat{\psi}(a^j\omega) \overline{\widehat{\psi}(a^j\omega+sT)}, \] where \(T=2\pi/b\), \(I_a(\alpha)= \{(j,m) \in \mathbb Z^2: \alpha = m a^{-j}\}\), and \(\alpha\) is an \(a\)-dyadic number, i.e. a number such that \(I_a(\alpha)\) is not empty. If \(A=B\), it is shown that this condition is also sufficient.
