In the paper, the universality of a zeta-function \[ \zeta(s,\mathfrak A)=\sum_{m=1}^\infty a_m m^{-s}, \quad \Re s>1, \] where \(\mathfrak A=\{a_m:m\in\mathbb N\}\) is a periodic sequence of complex numbers with the least period \(k\in\mathbb N\), is considered. The authors continue the investigations of \textit{J.~Steuding} [Value-distribution of \(L\)-functions and allied zeta-functions -- with an emphasis on aspects of universality (Habilitationschrift, Frankfurt, J.~W.~Goethe-Universität (2003)]), and obtain the universality of the function \(\zeta(s, \mathfrak A)\), when the sequence \(\mathfrak A\) is completely multiplicative or multiplicative. In general case, the shifts \(\zeta(s+i\tau, \mathfrak A)\) approximate analytic functions which belong to the support of one random element with values in the space of analytic functions. The proofs of the theorems obtained are based on a limit theorem in the sense of the weak convergence of probability measures in the space of analytic functions.
