    Let \(\Omega\) be a \(\mathcal{C}^2 \) domain in \(\mathbb{C}^n\) such that for every \(p\in \partial\Omega ,\) \(p\) has an open neighborhood \(U\) and a local defining function \(\rho \) on \(U\cap \Omega\) satisfying: \(i\partial\overline{\partial}(-\log (-\rho))\geq i\phi (-\rho )\partial\overline{\partial}| z| ^2\) in the sense of currents, where \(\phi \in \mathcal{C}(0,\infty )\) is a positive function satisfying: \(\lim_{x\to 0^+}\phi (x)=+\infty.\) Then it is shown that for any \(0\leq s< 1/2\) the \(\overline{\partial}\)-Neumann operator is compact on \(W^s(\Omega ).\) If furthermore: \(i\partial\overline{\partial}(-\log (-\rho))\geq iC (-\rho )^{-2\varepsilon}\partial\overline{\partial}| z| ^2\) for some constants \(C>0\) and \(0<\varepsilon <1/2,\) then for any \(0<s<1/2-\varepsilon \) the \(\overline{\partial}\)-Neumann operator satisfies subelliptic estimates from \(W^{s-\varepsilon}(\Omega)\) to \(W^{s +\varepsilon}(\Omega).\) In the proof it is used that a pseudoconvex domain has an exhaustion by strictly pseudoconvex domains. The author studies the rate at which these strictly pseudoconvex domains degenerate relative to the exhaustion. From this, sufficient conditions for the existence of a compact solution operator to the \(\overline{\partial}\)-Neumann problem on Lipschitz domains are obtained, as well as sufficient conditions for subelliptic estimates. On smooth domains, the condition for subellipticity is equivalent to D'Angelo finite type and the condition for compactness is equivalent to Catlin's condition (P).
