Let \(\mathbf k\) be a totally real number field, \(\AA\) the adele ring of \(\mathbf k\), and \(\mathbf D\) a quaternion division algebra over \(\mathbf k\) such that \(\mathbf D\bigotimes_\mathbf k\mathbf k_v=\mathbb H\) (the Hamiltonian quaternions) at Archimedean places \(v\). Let \(\widetilde V\) be a \(2n\)-dimensional vector space over \(\mathbf D\) with a skew-Hermitian form and \(G=\text{O}^*(4n)\) denote its isometry group. Let \(V\) be a maximal totally isotropic subspace of \(\widetilde V\). Let \(W=\mathbf D^m\) with a Hermitian form and \(H=\text{SP}^*(m,0)\) be its isometry group. The group \(H\) is assumed to be \(\mathbf k\)-anisotropic. Then \(G\) and \(H\) act on \(\widetilde V\) and \(W\) respectively, and \((G,H)\) is a reductive dual pair. For \(f_1\) and \(f_2\) two cusp forms on \(H\), let \(\theta_{f_1}\) and \(\theta_{f_2}\) denote their respective theta liftings on \(G\). Let \(E_s\) be a Siegel-Eisenstein series on \(G\). The author computes a Rankin-Selberg type integral and obtains an integral representation of the standard \(L\)-function \[ \langle\theta_{f_1}\cdot E_s,\theta_{f_2}\rangle_G=\langle f_1,f_2\rangle_H\cdot L_{\text{std}}(f_1,s). \] The paper provides also a short proof of the Siegel-Weil-Kudla-Rallis formula. This implies that \(E_s\) has rational Fourier coefficients at the critical point \(s=s_0=m-n+\frac{1}{2}\). Via the natural embedding \(G\times G\hookrightarrow \widetilde G=\text{O}^*(8n)\), the author restricts the holomorphic Siegel-type Eisenstein series \(\widetilde E\) on \(\widetilde G\) and decomposes it as a sum over an orthogonal basis for holomorphic cuspforms of fixed type. As a consequence, he proves that the space of holomorphic cuspforms for \(\text{O}^*(4n)\) of a given type is spanned by cuspforms such that the finite-prime parts of Fourier coefficients are rational and obtains special value results for the \(L\)-functions.
