      A two-dimensional lattice of interacting \(q\)-oscillators is interpreted in terms of a quantum lattice system in \(2+1\)-dimensional space-time. The layer-to layer transfer matrix of the 2-dimensional model may be interpreted in terms of the quantum inverse scattering method and quantum groups. The main goal of the paper is to give meaning to the dual Bethe ansatz, as encoded in the generalized Baxter equations. The classical version of the model due to \textit{I. Korepanov} [``Algebraic integrable dynamical systems, \(2+1\) dimensional models on wholly discrete space-time, and inhomogeneous models on 2-dimensional statistical physics'', preprint \url{http://arxiv.org/pdf/solv-int/9506003} (1995)] involves the so-called spectral curve, whose operator-valued version is interpreted as a ''quantum curve'' in the present paper. No solutions of Baxter equations are proposed.
