Editorial remark: Accidentally, this article has been issued twice for reviewing. Therefore, we display both reviews, by adding the second one to the originally published review: First review: The author considers the multidimensional relativistic Newton equation in a static external electromagnetic field that is composed of a short-range part and of a long-range part. These two parts have different decay rates at infinity. The main result concerns the solvability of the following inverse problem: from the knowledge of the scattering data and of the long-range part of the force, compute the short-range part. The paper also gives the high-energy asymptotics of the scattering data and the Born approximation of the scattering data at fixed energy. Reviewer: Pierluigi Maponi (Camerino) Second review: The author considers the multidimensional Newton equation in static external electromagnetic field \begin{gather*} \dot p = F(x(t),\dot x(t))=-\nabla V(x(t))+{\frac{1}{c}}B(x(t))\dot x(t), c > 0\\ p(t)=\frac{\dot x(t)}{\sqrt{1-|\dot x(t)|^\frac{2}{c^2}}},\ x(t)\in {\mathbb{R}}^n, t\in\mathbb{R}, n\geq 2 \end{gather*} where \(\dot x=\frac{dx}{dt}\), \(V \in C^2(\mathbb{R}^n,\mathbb{R}),\) \(B(x)\) is the \(n\times n\) real antisymmetric matrix with elements \(B_{i,k}(x), 1\leq i,k \leq n\), \(B\) satisfies the closure condition \(\frac{\partial}{\partial x_i}B_{k,m}(x)+{\partial}{\partial x_m}B_{i,k}(x)+\frac{\partial}{\partial x_k}B_{m,i}(x)=0\) (\(i,k,m=1,\dots,n\)). It is also assumed that \[ F=F^l+F^s \] where \(F^l(x,v):=-\nabla V^l(x)+\frac{1}{c}B^l(x)v\), \(F^s(x,v):=-\nabla V^s(x)+\frac{1}{c}B^s(x)v\) and \((V^l,V^s)\in (C^2({\mathbb R}^n,{\mathbb R}))^2\), \((B^l,B^s)\in (C^1({\mathbb R}^n,A_n({\mathbb R})))^2\), and where \begin{gather*} |\partial^{j_1}_x V^l(x)| \le \beta_{|j_1|}^l(1+|x|)^{-(\alpha+|j_1|)},\quad |\partial^{j_2}_x B_{i,k}^l(x)| \le \beta_{|j_2|+1}^l(1+|x|)^{-(\alpha+|j_2|+1)},\\ |\partial^{j_1}_x V^s(x)| \le \beta_{|j_1|+1}^s(1+|x|)^{-(\alpha+1+|j_1|)},\quad |\partial^{j_2}_x B_{i,k}^s(x)| \le \beta_{|j_2|+2}^s(1+|x|)^{-(\alpha+|j_2|+2)}, \end{gather*} for \(x\in {\mathbb R}^n\), \(|j_1| \le 2\) and \(|j_2|\le 1\) and for some \(\alpha\in (0,1]\) (here \(j\) is the multiindex \(j=(j^1,\dots,j^n)\in ({\mathbb N} \cup \{0\})^n, |j|= \sum_{m=1}^n j^m\), and \(\beta_m^l\) and \(\beta_{m'}^s\) are positive real constants for \(m=0,1,2\) and for \(m'=1,2,3\)). For this equation the high-energy asymptotics of the scattering data and the Born approximation of the scattering data at fixed energy are obtained. Using these results the author proves that the short-range part \(F^s\) can be reconstructed from the high-energy asymptotics of the scattering data provided that the long-range tail of \(F\) is known. Inverse scattering in other asymptotic regimes is also investigated. Reviewer: Michael Perelmuter (Kyïv)
