The article is devoted to locally compact groups which are amenable at infinity, that is possessing property A. The authors demonstrate that this notion is compatible with that of Roe's for proper metric spaces having bounded geometry. One of the technical tools of this paper is a tube of a compact subset in a group. Embeddings of such groups into a Hilbert space are studied. The authors prove that the Baum-Connes assembly map with coefficients is split-injective. Moreover, a relation with Haagerap's property is investigated.
