      Using the Yang-Mills-Higgs flow, the authors provide a generalization of an important result of Simpson for compact projective manifolds to the compact Kähler case. They prove the following theorem: Let \((X,\omega)\) be a compact Kähler manifold and \(\mathfrak{C}=(E,\overline{\partial}_E,\phi)\) be a Higgs bundle over \(X\). The bundle \(\mathfrak{C}\) is Higgs semistable with vanishing first and second Chern numbers (\(c_1(E).\,[\omega]^{n-1}=0\) and \(ch_2(E).\,[\omega]^{n-2}=0\)) if and only if it has a filtration in Higgs sub-bundles such that all quotients are Hermitian flat Higgs bundles.
