      In the paper under review, the authors consider an elastic thin heterogeneous cylinder of radius \(\epsilon\). The interior of the cylinder is composed by a stiff material (the fiber), the exterior by a soft material (the matrix). The authors assume that the elasticity tensor of the fiber does not scale with \(\epsilon\) and that the one of the matrix scales with \(\epsilon^2\). They study the asymptotic behavior as \(\epsilon \to 0\), and they prove that the limit problem can be written as two independent systems: a local system posed on the matrix and a nonlocal one posed on the fiber. Then they turn to study an homogenization problem, where a reference configuration is filled by a periodic array of rods as those considered before, and they show that a nonlocality appears also in the homogenized problem.
