      The study of the Arens product on the second dual of a Banach Algebra has been an active area of functional analysis and abstract harmonic analysis. As is known, operator algebras are Arens regular. However, the situation is different for group algebras such as the convolution algebra \(L_1 (G)\) over a locally compact group \(G\). The authors establish the Ghahramani-Lau conjecture: the measure algebra of every locally compact group is strongly Arens irregular. The authors introduce and study new classes of measures which are of interest in their own right. Moreover, they show that the same result holds for the measure algebra of any Polish group.
