The author continues the study of the 2-category \(\mathbb S\) of finite sets with variable finite group actions constructed in [Adv. Math. 289, 603--684 (2016; Zbl 1375.19001)]. It was shown there that bicoproducts and bipullbacks exist \(\mathbb S\). This gives the possibility to define the category \(\mathrm{Mack}(\mathbb S)\) of Mackey functors on \(\mathbb S\), and then it turns out that biset functors can be regarded as a special class of Mackey functors on \(\mathbb S\). In the current article, \(\mathbb S\) is equipped with a system of adjoint triplets encodes the six operations for finite sets with finite group actions, namely, induction, restriction, inflation, multiplicative induction, taking orbits and taking invariants. In fact, these operations allow the construction of a bifunctor \(\mathbb B\) from \(\mathbb S^{\mathrm{op}}\) the \(2\)-category of categories, which satisfies properties analogous to the defining conditions for derivators. It is derived as a corollary that the associated Burnside rings satisfy analogous properties to a Tambara functor, in the context of biset functors.
