Local projective resolutions and translation functors over Kac-Moody algebras were introduced in the author's previous paper [Trans. Am. Math. Soc. 305, No. 1, 221--245 (1988; Zbl 0644.17012)]. In the present paper local projective resolutions are defined in a more general situation. With the help of Verma and reversed Verma series, translation functors are defined from one Weyl group orbit to another. For the case of translation in one direction, a spectral sequence converging to the translation functors is constructed. This spectral sequence is used to prove and adjoint-like property of translation functors. This property is the main tool in proving the following: For any \(n\geq 0\), \(\dim \mathrm{Ext}^ n(M(x\cdot \lambda),L(y\cdot \lambda))\) relating Verma modules and irreducible modules for any \(x\) and \(y\) in the Weyl group, does not depend on the choice of dominant integral weight \(\lambda\) in the facette of \(\lambda\). Translation functors are also applied from a Weyl chamber to a wall and back, obtaining the operators of coherent continuation. Finally, the result on \(\mathrm{Ext}\) is applied to define polynomials for each \(x\) and \(y\) in the Weyl group which are analogous to the Kazhdan-Lusztig polynomials, and some of their properties are discussed.
