    The main result of this paper describes necessary and sufficients conditions for a subset S of \({\mathbb{Z}}\) to determine the set of the integer valued polynomials on \({\mathbb{Z}}\). This is an answer to a problem considered by the author and \textit{W. W. Smith} [J. Algebra 81, 150-164 (1983; Zbl 0515.13016)]. There are deduced interesting statements related to the strong Skolem property considered by \textit{J.-L. Chabert} [Manuscr. Math. 60, No.3, 277-298 (1988; Zbl 0644.13006)] and it is established that the converses of each of them are also true. The author proves that his main theorem extends to the case of a Dedekind domain with finite residue fields, but the statements related to the strong Skolem property are not valid in this case.
