A symbolic calculus for totally pseudo-differential operators acting in general scales of function spaces with conormal asymptotics of several types is developed. Totally characteristic elliptic differential and pseudo-differential operators, which appear for example when the elliptic differential operators are considered in polar coordinates, are investigated. Problems to find adapted spaces in which such operators act continuously, conditions for the Fredholm property, and parametrix constructions are studied. For elliptic operators one can construct a parametrix with some properties. This implies the Fredholm property. All these spaces are included in a large class of well understood function spaces, namely, the Besov-Lizorkin-Triebel spaces. The axioms for scales of Banach spaces are given. The Besov-Lizorkin-Triebel spaces satisfy all axioms. The asymptotics are of the type \[ \sum^{n}_{j=1}\sum^{m_ j}_{k=1}t^{-p_ j} \ln^{k-1} t\zeta_{jk}(x), \] where (t,x) are polar coordinates near the conical point \(t=0\).
