For linear finite-dimensional systems many tests for checking the controllability of the system are known. In this paper a time-delay system of the form \(\dot x(t)=\sum^{\ell}_{j=1}Ax(t-h_ j)+b_ ju(t-h_ j)\) is studied. The author introduces notions of controllability based on the closed loop characteristic function. From finite-dimensions we have that a system is controllable if and only if the closed loop characteristic function can be any polynomial in s of order n, n being the order of the system. Here this property is taken to be the definition and the class of polynomials in s is replaced by the class of polynomials in s and exp(-s). The allowed feedback laws are of the form \(\sum^{M}_{i=1}\alpha_ iu(t-\delta_ i)=\sum^{N}_{j=1}q_ ix(t-\nu_ i)\), so there are non-causal feedbacks in this class. Necessary and sufficient conditions are given in terms of the parameters of the system for different types of controllability. One remark concerning the definitions has to be made. In the definition of weakly modally controllability one must assume extra that \(\xi\neq 0\).
