    From author's introduction: ``This paper is a continuation of Kodai Math. J. 11, No.3, 441-449 (1988; Zbl 0674.32001) and J. Fac. Sci., Univ. Tokyo Sect. IA 37, No.1, 11-32 (1990; see the paper above). Let V be a germ of complete intersection variety at the origin of \({\mathbb{C}}^ n\). The singularity of V is not necessarily isolated. The purpose of this paper is to describe the canonical toroidal resolution of V, the limit of the tangent spaces and to construct a canonical Whitney b-regular stratification on V under certain conditions. As an application the author generalizes to non-isolated singularity his result about the principal zeta function for a non degenerate complete intersection obtained in the paper reviewed above.
