The basic properties of a ring R mentioned in the title are studied in connection to the structure of its subrings. Proceeding from this standpoint the authors impose on R one of the following conditions: (i) Every proper (noncentral) subring of zero divisors is finite; (ii) R is a ring with only finitely many noncentral subrings of zero divisors; (iii) R is a ring with a finite maximal subring; and establish those additional assumptions under which (i), (ii) or (iii) involve finiteness or commutativity of R. The following statements furnish examples of the paper's results: a periodic ring satisfying (ii) is finite or commutative; if R satisfies (iii) and has at most finitely many subrings of infinite index then R is finite.
