A notion of permutation presentations of modules over finite groups is introduced, and the finite groups over which every module has a permutation presentation are determined. To get this result, it is shown that every coflasque module over a cyclic \(p\)-group is permutation projetive. To be more specific, let \(G\) be a finite group. A \(\mathbb{Z} G\)-module \(F\) is called a `permutation module' if we can find a basis of \(F\) as a \(\mathbb{Z}\)-module which to permuted by the action of \(G\). A `permutation presentation' of a \(\mathbb{Z} G\)-module \(M\) is an exact sequence \(0\to F\to F\to M\to 0\) of \(\mathbb{Z} G\)-modules where \(F\) is a permutation \(\mathbb{Z} G\)-module. The following is the main result of this paper. Theorem 1.4 (paraphrased by the reviewer): Equivalent are: 1) every Sylow subgroup of \(G\) is cyclic; 2) every \(\mathbb{Z} G\)-module has a permutation presentation. -- The proof of this theorem occupies the whole paper and as such, is far from trivial.
