The authors treat the quantum Birkhoff normal form for semiclassical pseudo-differential operators. As application, the discrete spectrum is studied in the case of a generalized non-degenerate potential well. The basic model is the harmonic oscillator \[ P= H_2+ W(x)\quad\text{with}\quad H_2= \sum^n_{j=1} v_j(-\hbar^2\partial^2/\partial x^2_j+ x^2_j), \] where \(W(x)\) is a smooth potential of order \(O(|x|^3)\) at the origin. With respect to \textit{J. Sjöstrand} [Asymptotic Anal. 6, No.~1, 29--43 (1992; Zbl 0782.35050)], where the coefficients \(v_j\) are linearly independent over the rationals, here, the coefficients are allowed to be completely resonant.
