By the Seiberg-Witten Invariant conjecture, the geometric genus of a \({\mathbb Q}\)-Gorenstein surface singularity with rational homology is recoverable from invariants of its link, but counter-examples exist [\textit{I. Luengo-Velasco, A. Melle-Hernández, A. Némethi}, J. Algebr. Geom. 14, No. 3, 543--565 (2005; Zbl 1084.32022)]. The explanation offered by this paper is that the Seiberg-Witten invariant is an Euler characteristic, whereas the correct upper bound is given by the \(h^0\) of a cohomology theory, which conjecturally is equal to the Heegaard-Floer homology of \textit{P. Ozsváth} and \textit{Z. Szabó} [Ann. Math. 159, 1027--1158 (2004; Zbl 1073.57009)]. The main object of the paper is the construction of the relevant cohomology theory for any singularity link.
