      Let \(S\) be a smooth projective algebraic surface \(S\) over an algebraically closed field of characteristic 0. One assumes the polarization \(H\) to be chosen so that \(gcd(r,c_{1}H,(1/2)c_{1}(c_{1}-K_{S})-c_{2})=1\), where \(K_{S}\) is the canonical class of the surface \(S\). A new compactification of the variety of moduli of Gieseker stable vector bundles of rank \(r=2\) with Chern classes \(c_{1}\) and \(c_{2}\) is constructed for the case in which the universal family of stable sheaves is defined and there are no strictly semistable sheaves. This compactification is a subvariety in the Hilbert scheme of subschemes of a Grassmann manifold with fixed Hilbert polynomial. It is obtained from the variety of bundle moduli by adding points corresponding to locally free sheaves on surfaces which are modifications of the initial surface. Moreover, a morphism from the new compactification of the moduli space to its Gieseker-Maruyama compactification is constructed.
