The author studies the linearization theorem (Hartman--Grobman theorem) for dynamic equations on time scales. Such equations unify and extend differential and difference equations into one theory. One of the main contributions of this paper is removing the assumption of the hyperbolicity of the linear part. Moreover, the paper includes parameter dependence and the study of the corresponding topological conjugacy. This paper completes the pioneering work by \textit{S. Hilger} [J. Aust. Math. Soc. Ser. A 60, No.~2, 220--241 (1996; Zbl 0853.39007)] and the recent work by \textit{Y. Xia, J. Cao}, and \textit{M. Han} [J. Differ. Equations 235, No.~2, 527-543 (2007; Zbl 1126.34030)]. It is apparent that this paper will play a key role in the further development of the theory of both continuous and discrete dynamical systems.
