      Let \(V\) be a rational and \(C_2\)-cofinite vertex operator algebra whose effective central charge \(\tilde{c}\) and central charge \(c\) are equal and less than \(1\). It follows from [\textit{C. Dong} and \textit{G. Mason}, Int. Math. Res. Not. 2004, No. 56, 2989--3008 (2004; Zbl 1106.17032)] that \(\tilde{c}\) is nonnegative and \(\tilde{c}=0\) if and only if \(V\) is trivial. Let \(\tilde{c}>0\). In the paper under review the authors show, using modular invariance property of \(q\)-characters from [\textit{Y. Zhu}, J. Am. Math. Soc. 9, No. 1, 237--302 (1996; Zbl 0854.17034)], and results on vector-valued modular forms from [\textit{M. Knopp} and \textit{G. Mason}, Acta Arith. 110, No. 2, 117--124 (2003; Zbl 1044.11020)], that the vertex operator subalgebra of \(V\) generated by the Virasoro element \(\omega\) is simple and isomorphic to vertex operator algebra \(L(c_{p,q},0)\) associated to minimal models for Virasoro algebra, for some coprime integers \(p\), \(q\) such that \(1<p<q\). Since \(L(c_{p,q},0)\) is rational [\textit{W. Wang}, Int. Math. Res. Not. 1993, No. 7, 197--211 (1993; Zbl 0791.17029)], this implies that \(V\) is an extension of \(L(c_{p,q},0)\) by its irreducible modules.
