      Consider a strongly elliptic differential operator with smooth coefficients on a bounded domain in \(\mathbb{R}^2\) with piecewise smooth boundary \(\partial G\) and a non-transversal non-local boundary condition \(b(y)u(y)+\int_{\overline G}[u(y)-u(\eta)]\mu(y,d\eta)=0\), \(y\in \partial G\), where \(b(y)\geq 0\) and \(\mu(y,\cdot)\) is a non-negative Borel measure on \(\overline G\). Let that operator be perturbed by a bounded linear operator defined on \(C(\overline G)\). The author gives conditions under which the perturbed operator generates a Feller semigroup.
