      Let \(V(a,b)\) be the irreducible \(G:=SL_3({\mathbb C})\)-module with highest weight with numerical labels \(a\), \(b\), where \(a\), \(b\) are nonnegative integers. The paper gives a simple method to obtain a basis for \(\text{Hom}_G (V(a,b)\otimes V(c,d), V(e,f))\). In fact Theorem 3.1 gives explicit formulas for decomposing such maps into certain blocks. As an application, one proves the rationality of \({\mathbb P}(V(4,4))/G\), using an extension (Prop. 5.2) of the \textit{double bundle method} [cf. \textit{F. Bogomolov, P. Katsylo}, Math. USSR, Sb. 54, 571--576 (1986); translation from Mat. Sb., Nov. Ser. 126(168), No.4, 584--589 (1985; Zbl 0591.14040)]. Another application, which cannot be obtained by direct application of Prop. 5.2, is the rationality of the moduli space of plane curves of degree \(34\).
