Let \(p\) be an odd primes and let \(K/K_0\) be a quadratic extension of number fields. Let \(K_{\pm}\) denote the maximal \({\mathbb Z}_p\)-power extensions of \(K\) that are Galois over \(K_0\), with \(K_+\) abelian over \(K_0\) and \(K_ -\) \(p\)-adic dihedral over \(K_0.\) It is shown that for a Galois representation over \(K_0\) that satisfies certain additional hypotheses, if Selmer rank is odd over \(K\) then for any finite extension \(L\) of K contained in \(K_{\pm}\), the Selmer rank over \(L\) is bounded below by \([L:K].\) The method of proof generalizes a method of Mazur and Rubin. \textit{J. Nekovář} [Selmer complexes. Astérisque 310. Paris: Société Mathématique de France (2007; Zbl 1211.11120)] has obtained a more precise result in this direction.
