      Given a spectrum \(E\) one can associate to a stratified pseudo-manifold \(X\) the tensor product of its Goresky-Macpherson intersection homology with the rationalized coefficients of \(E\). The author investigates the properties of this theory considered as the homotopy groups of a spectrum associated to \(X\) and \(E\). The author deduces several properties of this theory including Poincaré duality, topological invariance, the existence of products (both internal and external), and a Künneth spectral sequence. The results depend on using rational rather than integer coefficients.
