Let \(L\) be a number field, and \(X\) a \(K3\) surface. It is known that the geometric Picard number of \(X\) is at most 20. In this article all \(K3\) surfaces \(X/\mathbb Q\), such that Picard rank over \(\mathbb Q\) equals 20, are determined. Elkies proved the same result, using different techniques. The main obstruction for the field of definition \(L\) of \(K3\) surface \(X\) with Picard number 20 over L is the following result, proven in this article: Suppose \(L\) is a number field and \(X/L\) is a \(K3\) surface, with Picard number 20 over \(L\). Let \(d\) be be the discriminant of the transcendental lattice of \(X\) then \(L(\sqrt{d})\) contains the ring class field \(H(d)\).
