The authors consider the non-local symmetric Dirichlet form \[ {\mathcal E} (f, f): = \int _ {\mathbb{R}^ {d}} \int _ {\mathbb{R}^ {d}} (f(y) - f(x))^ {2} J(x, y) d x d y \] where the jump kernel \(J\) is a symmetric function, with support in \(|x-y| \leq 1\) and satisfies: \[ \frac{c_1}{ | y - x|^ {\beta _1}} \leq J(x, y) \leq \frac{c_2}{ | y - x|^ {\beta _2 }} \] for \(|x-y| \leq 1\). This paper is a sequel of \textit{M. T. Barlow}, \textit{R. F. Bass} and \textit{Z.-Q. Chen} [Trans. Am. Math. Soc. 361, No. 4, 1963--1999 (2009; Zbl 1166.60045)]. Better bounds are obtained for probabilities of exiting balls. The problem of the Hölder continuity of harmonic functions and of heat kernels is considered. A result concerning weak convergence for such processes is obtained.
