    The authors attempt to answer the mathematical challenges posed by the Batchelor-Kraichnan-Leith theory. This incorporates the description of forces that generate the main features of turbulent flows like cascades of energy and enstrophy, the power law for energy distribution and the 2-D analog of Kolmogorov's dissipation law. The objective of the paper is to prove that these are properties of the Navier-Stokes equations, rather than the effect of a stochastic force. That is why the authors consider in the present paper forces that are independent of time. Also, the authors do not restrict the force to a finite number of modes. Central to their analysis are bounds on the dissipation wavenumber beyond which viscous effects dominate.
