Estimation of the eigenvalues and the smallest singular value of matrices (Q989061)

The authors present a new location for the spectra of any complex matrix depending on the Frobenius norms of the matrix and of the off-diagonal blocks of a \(2\times 2\) block partition, and the trace and the order of the matrix. A lower bound for the smallest singular value of a non-singular matrix is also provided. Both results are compared with other known regions and bounds, respectively.
