The algebra \(L\) of the title is over a field of characteristic zero, and has a basis \(\{L_a, d_1, d_2\mid a\in Z^2(0,0)\}\) with products \([L_a, L_b]=(q^{(a_2b{}_1{})}-q^{(a_b{}_2{})})L_(a+b)\) for \(a=(a_1,{} a_2{}), b=(b_1{}, b_2{})\) and \([d_i, L_a]= a_iL_a\) for \(i=1,2\), where q is a non-zero non-root of unity. For \(x, y\) in \(Z\), let \(T=xd_1+yd_2\) and \(E=L_a\) for some a satisfying \([T, E]=E\). \(L\) has a triangular Lie bialgebra structure with r-matrix \(T\) tensor \(E-E\) tensor \(T\), as shown earlier by the authors [Commun. Algebra 37, No. 4, 1264--1274 (2009; Zbl 1268.17020)]. The authors consider the problem of quantizing \(L\). i.e., a Hopf algebra structure on \(U(L)[[t]]\) coming from a Drinfeld twist \(F\) of \(U(L)\) tensor \(U(L)\) determined by its r-matrix \(r\), such that reducing modulo t recovers \(U(L)\). They show that there is such a noncommutative noncocommutative Hopf algebra structure on \(U(L)[[t]]\) such that the reduction preserves the product and the counit, with specific formulas given for the coproduct and the antipode acting on the basis elements of \(L.\).
