Let \((X,\Delta )\) be a klt pair. The Kodaira dimension of \((X,\Delta )\) is the maximum of the dimensions of the image of \(X\) under the rational map defined by the linear series \(|m(K_X+\Delta )|\) for \(m>0\). In this paper, the author shows that if \(\mathcal A \subset [0,1]\) is a DCC set (i.e. a set where all non-increasing sequences are eventually constant), then there exists an integer \(N\) such that \(|N(K_X+\Delta )|\) defines the Iitaka fibration for any \(3\)-dimensional klt pair \((X,\Delta =\sum \delta _i\Delta _i )\) of Kodaira dimension \(2\) such that \(\delta _i\in \mathcal A\). A similar result is also proven for \(2\)-dimensional klt pairs of Kodaira dimensions \(1\) and \(2\).
