      Let \(X\) be a smooth projective, geometrically irreducible variety defined over a finite field \({\mathbb F}_{q}\) such that its Chow group of \(0\)-cycles satisfies the following condition: \(\text{CH}_{0}(X{\times}_{{\mathbb F}_{q}} {\overline{{\mathbb F}_{q}(X)}})={\mathbb Q}.\) Under these hypotheses the second author proved [cf. Invent. Math. 151, No. 1, 187--191 (2003; Zbl 1092.14010)] that \(|X(({\mathbb F}_q)|\equiv 1 \pmod q .\) For \(X\) not smooth this theorem is no longer true as J. Kollár constructed an example of a rationally connected surface over \({\mathbb F}_{q}\) with no rational points (cf. Section 3.3). Based on the work of \textit{P. Berthelot, S. Bloch} and \textit{H. Esnault} [Compos. Math. 143, No. 2, 363--392 (2007; Zbl 1213.14040)], the authors define Witt-rational singularities and prove the following main theorem: Theorem. Let \(X\) be a geometrically irreducible projective variety defined over the finite field \({\mathbb F}_q .\) If \(X\) has Witt-rational singularities and its Chow group of \(0\)-cycles fulfills base change \(\text{CH}_{0}(X{\times}_{{\mathbb F}_{q}} {\overline{{\mathbb F}_{q}(X)}})={\mathbb Q},\) then \(|X(({\mathbb F}_q)|\equiv 1 \pmod q \).
