Let \([k]_q:=1+q+\cdots+q^{k-1}\), \([k]_q!:=[1]_q[2]_q\dots [k]_q\) and \((a;q)_k:=\prod_{s=0}^{k-1}(1-aq^s)\). The generalized binomial coefficient is defined as \(\left[\begin{matrix} n \\ k \end{matrix} \right]_q:=\dfrac{[n]_q!}{[k]_q![n-k]_q!}\). The paper deals with the \(\omega,q\)-Bernstein polynomials, which are given by \[ B_n^{\omega,q}(f;x):=\sum_{k=0}^\infty f\left(\dfrac{[k]_q}{[n]_q}\right)\left\{\dfrac{1}{(\omega;q)_n}\left[\begin{matrix} n \\ k \end{matrix} \right]_q u^k(\omega u^{-1};q)_k(u;q)_{n-k}\right\}, \] where \(u=\omega+(1-\omega)x\), \(q,\omega>0\), \(\omega\neq 1,q^{-1},\dots,q^{-n+1}\), and the terms between curly brackets are the basic \(\omega,q\)-Bernstein polynomials. It is proved that for \(\omega,q \in (0,1)\), the basic \(\omega,q\)-Bernstein polynomials is a normalized totally positive basis on \([0,1]\) and that the \(\omega,q\)-Bernstein operators \(B_n^{\omega,q}\) on \(C[0,1]\) are variation-diminishing, monotonicity-preserving and convexity -preserving. It is also shown that if \(f\) is continuous and convex on \([0,1]\), \(0<q_2\leq q_1\), \(0\leq \omega_1 \leq \omega_2\) and \(n\geq 2\), then \(B_n^{\omega_1,q_1}(f;x)\leq B_n^{\omega_2,q_2}(f;x)\).
