The authors deal with a special class of Markov chains, the study of which is motivated by the investigation and optimization of so-called time-sharing queueing systems considered by \textit{G. P. Klimov} [Theory Probab. Appl. 19 (1974), 532-551 (1975); translation from Teor. Veroyatn. Primen. 19, 558-576 (1974; Zbl 0378.60102)] and the second named author [Litov. Mat. Sb. 28, No. 4, 783-794 (1988; Zbl 0755.90029)].
