Constructive sufficient conditions for uniqueness of equilibrium and global stability of the equilibrium seeking algorithms are determined for an aggregated entropy model of the population and services location in an urban system. The projection method is applied to determine the Lipschitz constant of the entropy maximization operator. Some experimental results are presented for the Moscow conurbation.
