Abstract: We prove that if Iell=[aell, bell), ell=1,ldots,L, are disjoint intervals in [0,1) with the property that the numbers 1,a1,ldots,aL,b1,ldots,bL are linearly independent over mathbbQ, then there exist pairwise disjoint sets LambdaellsubsetmathbbZ, ell=1,ldots,L, such that for every Jsubset1,ldots,L, the system e2piilambdax:lambdaincupellinJ,Lambdaell is a Riesz basis for L2(cupellinJ,Iell). Also, we show that for any disjoint intervals Iell, ell=1,ldots,L, contained in [1,N) with NinmathbbN, the orthonormal basis e2piinx:ninmathbbZ of L2[0,1) can be complemented by a Riesz basis e2piilambdax:lambdainLambda for L2(cupell=1L,Iell) with some set , in the sense that their union e2piilambdax:lambdainmathbbZcupLambda is a Riesz basis for L2([0,1)cupI1cupcdotscupIL).
