[Part I, cf. J. Korean Math. Soc. 24, 1-9 (1987; Zbl 0621.22005).] Topological covering morphisms of topological groupoids generalize covering maps between topological spaces. They were studied by the reviewer, \textit{G. Danesh-Naruie} and \textit{J. P. L. Hardy} [in Math. Nachr. 74, 143-156 (1976; Zbl 0281.22002)]. This paper gives some results on this concept in relation to action groupoids and to local triviality, and whether certain maps are open.
