Let \(X\) be a separable Hilbert space and \(A_0\) be a linear selfadjoined, positive definite operator with a dense domain and a compact resolvent. For the control system \[ \dot x(t)=-A_0x(t)+ \sum^p_{k=1} c_kA^{\alpha_k}_0 x(t- h_k)+ \int^0_{-h}c_0(\tau)A^{\alpha_0}_0 x(t+\tau)d\tau+ \sum^m_{j=1} b_ju_j(t) \] \((0<\alpha_k<1, k=0,\dots,p)\) necessary and sufficient conditions of approximate relative controllability in finite time are obtained. The concept of approximate relative controllability in finite time is defined by the fact that the closure of an attainable set is \(X\). An example illustrates the results.
