Abstract: We prove that any mathbbZp-action that acts by automorphisms of mathbbZq with a non-zero fixed-point set induces a unipotent factor of the mathbbZp-action which determines whether the action is {it liberated affine}, i.e. is the linear part of a free affine mathbbZp-action on the torus Tq. In general, it is not true that all unipotent mathbbZp-actions on mathbbZq are liberated affine: counter-examples appear for qgeq4. But if the dimension of the fixed-point set of regarded as a subspace of mathbbZq is less than q/2, then is liberated affine. If qleq3, then a mathbbZp-action on mathbbZq with non-zero fixed-point set is liberated affine. Finally, for unipotent mathbbZp-actions on mathbbZ3, we obtain a classification of all those that are the linear part of a minimal free affine mathbbZp-action on T3.
