In his thesis, \textit{M. Hofmann} introduced the concept of totally non- saturated (tn-) formations of finite solvable groups [c.f. Arch. Math. 48, 199-207 (1987; Zbl 0607.20008)], the most prominent (and also unique smallest) tn-formation being the class of finite solvable nC-groups, i.e. those groups that split over each normal subgroup. Dually to the concept of saturated formations, a formation \({\mathcal F}\) is called tn-formation if for every group \(G\not\in {\mathcal F}\) any minimal normal subgroup M with G/M\(\in {\mathcal F}\) is contained in \(\Phi\) (G) or, equivalently, if \({\mathcal F}=c({\mathcal F})\) where c(\({\mathcal F})=\{G|\) each G-chief factor below the \({\mathcal F}\)-residual of G is complemented\(\}\) (The operator c has been introduced by \textit{D. Blessenohl} and \textit{B. Brewster} [Arch. Math. 27, 347-351 (1976; Zbl 0374.20021)]). In the present paper the investigation of tn-formations is carried on. Localizing the definition of c by considering only p-chief factors (p a prime) leads to closure operators \(c_ p\). The author shows that tn- formations are just the locally complemented formations, i.e. those formations \({\mathcal F}\) which can be expressed as the intersection over all primes p of \(c_ p\)-closed formations \({\mathcal F}(p)\); moreover, it is possible to choose all \({\mathcal F}(p)\) of the form \(c_ p{\mathcal T}(p)\) with \({\mathcal T}(p)\subseteq {\mathcal F}\). The paper concludes with an investigation of certain characteristic subgroups in finite solvable groups (defined via a tn-formation \({\mathcal F})\) and various so-called \({\mathcal F}\)-series constructed from these characteristic subgroups.
