Let \(H\) be a proper, non-identity, normal subgroup of a finite \(p\)-group \(G\). The pair \((G,H)\) is called F2 if \(x\) and \(xz\) are conjugate whenever \(x\in G-H\) and \(z\in H\). For this to happen, \(H\) must be a term of the lower central series of \(G\), and it is conjectured that it must be one of the last two non-identity ones. Then it would follow that \((G,G')\) can be F2 only if the class of \(G\) is at most 3. It is proved that for \(p=2\), the class of \(G\) is in fact 2, and that for any \(p\), the class is indeed at most 3 if \(G\) can be generated by four elements. An example is given of a 3-group \(G\) of class 3 for which \((G,G')\) is F2. The paper is a sequel to an earlier one of the author [Isr. J. Math. 40, 350-364 (1981; Zbl 0486.20016)].
