The author presents the following definition: Let f and g be functions such that f(x)g'(x) and g(x)f'(x) are Riemann integrable on \([a,x_ 0- \epsilon]\) and \([x_ 0+\epsilon,b]\) for sufficiently small \(\epsilon >0\). Let g'(x) be defined in [a,b] except possibly at \(x_ 0\). Let furthermore the Cauchy principal value \(\int^{b}_{a}f(x)g'(x)dx\) exist. Then the total improper Riemann integral of the 2nd kind is defined as: \[ T\int^{b}_{a}f(x)g'(x)dx = f(b)g(b)-f(a)g(a)- \] \[ \lim_{\epsilon \to 0^+}[\int^{x_ 0- \epsilon}_{a}g(x)f'(x)dx+\int^{b}_{x_ 0+\epsilon}g(x)f'(x)dx] \] whenever the right hand side exists. The main result of this paper is that the above definition incorporates the usual properties of the Dirac delta function.
