We study the equation of forced vibrations of an elastic cylinder, whose cross-sections have the same function of axial displacements (the antiplanar problem), in the framework of the linear theory of elasticity under the influence of the viscosity of the medium on the lateral surface. We arrive at an eigenvalue problem, which differs from the earlier problem in that the coefficients of the corresponding equation are non-summable functions, i.e., the problem is singular. Moreover, this problem cannot be reduced to the study of a selfadjoint operator in a suitable space, i.e., non-selfadjointness is its essential attribute. These circumstances enable us to consider the title problem as an interesting model problem, whose solution requires development of new devices.
