This paper gives a simple and direct construction of massless quantum field theory with arbitrary discrete helicity. First, covariant and massless canonical (Wigner) representations of the Poincaré group are studied in detail. The classical massless relativistic wave equation is used as constraint equation for intertwining these representations. Next, for each helicity, the Haag-Kastler net is given by the use of an embedding of the space of test functions into the Hilbert space of the solutions of the massless wave equation. And the massless quantum field is constructed on the Fock space whose one-particle space is this Hilbert space. It is shown that the field satisfies Wightman axioms and the wave equation in the distributional sense.
